More than a third of councils are reducing their focus on sustainability, while two thirds have never seen climate change measures as a priority, according to a survey by Green Alliance.
Green Alliance revealed that the government may be placing undue pressure on councils who do not have the funding to reach strict national targets on climate change.
The survey found that 28 per cent are rethinking low emissions targets and are reducing efforts on larger-scale environmental issues.
More than a third of councils surveyed said that they are committed to tackling issues surrounding climate change, and they believe that the government's localism agenda may help, while some are reluctant to encourage local action because of it.
The survey also found that 80 per cent of local enterprise partnerships see a possibility for creating new low-carbon initiatives, but lack the funds or experience to play a role in them.
The survey involved 126 local authorities.
